Rumsfeld: Al Qaeda has better PR
Says U.S. government still functions as 'five and dime' store

NEW YORK (Reuters) -- The United States lags dangerously behind al Qaeda and other enemies in getting out information in the digital media age and must update its old-fashioned methods, Defense Secretary Donald Rumsfeld said Friday.

Modernization is crucial to winning the hearts and minds of Muslims worldwide who are bombarded with negative images of the West, Rumsfeld told the Council on Foreign Relations.

The Pentagon chief said today's weapons of war included e-mail, Blackberries, instant messaging, digital cameras and Web logs, or blogs.

"Our enemies have skillfully adapted to fighting wars in today's media age, but ... our country has not adapted," Rumsfeld said.

"For the most part, the U.S. government still functions as a 'five and dime' store in an eBay world," Rumsfeld said, referring to old-fashioned U.S. retail stores and the online auction house respectively.

14. I wish these idiots would realize
that good governance and upright actions are completely different from PR. The previous two things speak for themselves, and without them, all of this administrations actions are doomed to failure.

... over $600 million a year on advertising. The government has its own broadcasting and satellite network in the Middle East. We're paying tens of millions of dollars to firms to write copy for insertion into dozens of Iraqi papers alone (and that's just what the Army is doing--no telling how much is going through wholly secret channels).

Not one of the technologies he mentions is not in heavy use by the military already. What he wants is more money to propagandize and more freedom to do it without oversight.

A State Department official said the 75 million dollars would be requested as supplemental funding for the 2006 fiscal year, on top of the 60 million dollars already appropriated."
