But he doesn't mind sending people over there to be tortured.

What's the logic behind that?

2. Exactly. Bush + logic = ERROR
In Bush's hypocritical mind, Syria is capable of doing the dirty work for him, but he doesn't want them involved in any decisions. Because he is The Decider.
