It sounds more like someone is giving us propaganda cover-up the fact that Dubai is a meeting place for terrorists.

Also the Discovery channel has run documentaries on a multi billion dollar land reclamation projects that Dubai is running where they are creating their own island chains for luxury homes. One is a map of the world with all the various countries. I think the smallest island can be had for a "mere" $2.5 million.
