High School Journalist Bust Sex Offender

We need these kids to work at a big newspaper. A group of high school journalist students busted a sex offender who was posing as a wealthy Britain. The man who is now 21 was arrested for having sex with a 15 year old when he was 18 tried to pose as an English Earl. He claimed that he had hung with american celebrities and played sports with Prince William and the Queen of England. He even claimed that the Queen had told him to clean up his room. The kids did not believe all of the guy's stories so they decided to do research on the internet. Through their research the kids learned that the man had spelled the name of his supposed castle wrong. After this the kids reported the man to the police who arrested the man. The man is not in prison.

They covered the story the other day--the "Duke" looks like a babyfaced kid, which was probably why he was able to get away with so much crap. His photo made him look 15 or 16, tops. Scumbag!

2. When, exactly, did they report him to the police? And why?

I ask this for a handful of reasons.

(1)So the guy goes around claiming to be an English Earl. Is that illegal?

(2)What was he arrested for, exactly?

(3)If he was busted for having sex with 15 year old, how did the police know about it?

(4)If they reported him for having sex with a 15 year old, it seems from the story that they reported him after finding out he was a fraud. If that's the case, why did they wait to find out that he wasn't who he claimed to be for calling the police? While they thought he was an English Earl, was it ok for him to have sex with 15 year olds? If so, when did it not become ok?
