Looks like Rove has made a deal with the Prosecution
That's my take. The only reason for Fitzgerald not to indict him is if he is providing valuable information for the investigation.

We all know Rove would sell his soul and his mother's soul to the devil if it would get him off the hook for another couple of months. At least, until after the next election.

In the meantime, we should wait and see what Fitzgerald does and says next. It may be true that Rove is not going to get indicted today, but that doesn't mean that no one else will be indicted soon.

Or if he doesn't have sufficient evidence to get a conviction.

5. That's not the pattern
Fitzgerald has followed in the past.

So far, in all his other big cases, Fitzgerald starts at the bottom and works his way to the top. That's how he convicted the Gov of IL. That case started out has a fatal traffic accident involving a truck driver with a fake license.

Ryan is convicted of the big charges.

DYEW you are on the money with how Fitz tends to pyramid up - lets see if heavier charges come out on someone above Libby or Rove - that is a very short list.

Rice and Bolton added to that list even though they aren't above Libby and Rove, but they are pretty good fish.

What are the chances of conspiracy charges coming against Cheney? Also in order for there to be a conspiracy don't you need more than one person? So you will either have people going with or against Darth Cheney.

I have a bottle of bibbly in my fridge and would like for it not to goto waste.

We should have all known Fitz wouldn't be able to find enough evidence against Rove - it was kind of hard to pin anything on Lucretia Borgia as well, and for the same reason: people bearing witness against her tended to be found dead.

Luskin said he does not anticipate Rove being indicted. How does that translate into the SP clearing Karl Rove all of a sudden?

11. The news is spinning it that way.
I just heard an ABC radio newscast and the reporter (I think Ann Compton) stated that "Karl Rove's lawyer issued a statement that Rove has been cleared ... blah blah", although the statement released says nothing of the kind.

Last time this happened to Rove, Libby was indicted instead.
