The emasculation of the CIA will be complete when Gen. Michael Hayden, former director of the NSA becomes DCI. This administration doesn't set appointments to build government agencies up it sets them to promote it's militarist, NEOCON agenda. Take a look at the appointment of John Bolton to be U.N. Ambassador, unconfirmed by the Senate, a staunch critic of the U.N. My guess is that, we are going to see far more CIA/NSA domestic programs under Hayden.
