On the 32% approval rating. i.e. the glass is a third full. From the Colbert roast. He was on fire.

5. backwash - describes the remaining * support?
... backwards flow of water ... The drinker took that last one-third, swished it around in his mouth to dislodge food particles and spit it back into the glass. Not fit for drinking.
