This is a story in our area daily newspaper, The Star-Ledger. It is reporting on coverage from The Daily Telegraph of a Google camera shot taken back in 2007. The story states that it is unclear why the Telegraph is reporting on this now, but perhaps it is because the photo was only recently been released.
I recall when there were UFO sightings in that area at the time and there have been quite a number since. I am quite familiar with the road where it occurred, Diamond Hill Road. It is true that there is commonly a mist in the rolling hills of that area. The mist, however, does not take the form of an ET nor have I ever seen a laser beam of light by the mist. I used to travel that stretch of road frequently in the morning, when such mists occur, so I know what kinds of shapes the mist takes.
It's a blur, it's a beam, it's ... a space visitor?

E.T. may not have found his way home after all. Maybe he's been hiding in Berkeley Heights.
A report on the website of England's Daily Telegraph Wednesday described a blurry shape shown on Google Earth's Street View standing in the bushes of a rural road in the Union County township. The figure in the photograph vaguely resembles the diminutive, friendly alien of Steven Spielberg's 1982 film, "E.T.: The Extra-Terrestrial."
Various Internet sites have written for years about oddities found on Google's Street View, a feature of the company's popular mapping applications that allows users to look at the homes, buildings and landscape that line major streets around the world. The technology and gadget blog Gizmodo had written about the E.T. standing next to a vertical beam of light in Berkeley Heights in 2007. It's unclear why the Telegraph wrote this week about the apparition, which may be a trick of light captured by Google's cameras.
The alien spotted online and the ensuing Telegraph story caught the attention of web surfers, UFO watchers and bemused local residents.

p.s. In the reading I have done on this topic, I ran across a report by a woman who said that she awakened in the middle of the night to find extraterrestrial beings materializing in her bedroom. She said she could see them forming. If I remember correctly, one was the larger (in the reports, there are usually one taller gray and then some smaller, 4-5' beings, which many consider to be something like what we would call a robot). She said that when they saw she was awake, they dematerialized.
I think that's what's happening in this photo--the being is either materializing or dematerializing.
