HELP PLEASE!! How do you train a puppy without a crate WEEWEE PADS!

HELP PLEASE!! How do you train a puppy without a crate WEEWEE PADS!
How do you do that?
My puppy will only pee on the wee wee pad if I carry him or walk him right to it.
If I forget, he pees wherever he feels like it.
I got him at 9 weeks of age, he's now 4 and a/2 months old.

Also, he's a house dog, he's only 3 and a half lbs, so I plan to paper train him---going outside isn't an issue.
Thanks--I'm going crazy with the pee and doodoo.

1. You have to do the confinement thing, Give him a little area secured
with a baby gate. As he becomes more reliable then he can have more room. I also did the tie the leash to my belt loop thing. A lot of trainers recommend that. My pup is reliably trained. IT took lots of time and patience and lots of watching. IF I couldn't keep an eye on him while he was loose he was tethered to me or in his 'area'. when he realized that the pads were where he went he will go from upstairs do down to find his pad. Now I only keep 1 pad on each level in the house.
