Need some help on identifying the breed mix in my foster...

Need some help on identifying the breed mix in my foster...
This sweet guy was found in the basement of an abandoned foreclosed home. His legs were matted to his chest, and he was lying in feces.

Our rescue got him to the vet, where he was shaved down, and the sweet, happy little guy below appeared. He weighs 17 lbs, and has one blue eye (which works fine)

We're thinking Shih-Tzu / Dachshund (he has those airplane ears) or maybe shih-tzu/Lhasa?

Anyone here have any ideas?

1. Definitely part "cutie".
The face isn't Shih Tzu at all. The front quarters do look Dachshund-ish.

2. Someone suggested Lhasa for the underbite instead of Shih.

I agree with all of the possibilities you mentioned: Dachshund, Lhasa Apso and Shih-Tzu. I'm seeing a little bit of all three in him.

The body looks like a Dachshund to me, especially from the front. However, the Lhasa body is similar in front, so it's hard to say for sure. But those ears ... they definitely look Dachshund.

Based on the underbite, it could be a Lhasa or a Shih-Tzu. I'll tell you this ... that picture where he's looking directly at the camera reminds me so much of the Shih-Tzu I had years ago. (He had a bad underbite, too.) There's something about the "look" of the face - the facial expression - that reminds me of him. I know that's not scientific or anything, but I figured it was worth mentioning. :-)

Something to consider ...
Is it possible he's a purebred Lhasa? He's got the body and the underbite, and the ears could look "big" simply because he doesn't have the long hair. He could be a purebred without the perfect, champion gene pool. I know someone who used to have nine toy poodles. All were purebreds, yet some of them were a bit out of proportion. They were healthy and adorable, but they obviously didn't come from "champion" breeding. One had short legs, another had big ears, a third had an underbite, etc.

Whatever he is, I'm glad he finally has someone to care about him. Good luck! :-)
