A President Clinton staff member ?...
There was a person above who stated something about poverty that goes like this:
The best way to decrease (decrease , not eliminate) poverty is to:
1. Be at least a high school graduate.
2. Get married first before you have children
3. Be at least 21 years old before you start a family.
The three lines above are pharaphrased,I'm trusting to memory. I just can't remember who said this although I would bet a round of beer that it was someone in the President Clinton administration. Any ideas?
