Didn't explain HOW we decide who that bottom 5% ARE.

...before. I think...in his mind...he equates that with closing the bottom 5% of Title I schools. He (and others in high places) can't fathom that those 5% of schools have HIGHLY QUALIFIED and DEDICATED teachers working hard every day for their students.
