Government Should Release Names of All Steroid Users
In my opinion whatever government organization has the names of the professional athletes who tested positive for steroid use should release all of the names. The fans of all sports have a right to know which players were using steroids. I realize fans probably do not have a legal right to know, but they should be able to know which athletes used steroids over the years. I imagine it would hurt some fans, but at least fans would not have to wonder if the player(s) they admired used steroids. In addition, maybe people will get clear answers since the athletes seem to always have a different story than their accusers.

2. Government should be busy with other things.

I totally agree with you though, that all users should be named. But the organizations should do it. Major League Baseball, along with the Players Association, should release the names. If they don't it's up to fans to make them do so. Whether or not the fans want to do so is another matter.

Edited to include the union. But it's besides the point. Congress is not going to force anyone to release the names, and if they do it illustrates further what a complete fraking joke our democracy (or republic, whatever the hell you want to call it) is.

3. MLB can't release the names
there's a confidentiality clause in the drug testing agreement.
