WASHINGTON — Sen. Bill Nelson urged a Senate panel Wednesday to require states to have a paper trail for all electronic ballots.

As evidence of the need for such a trail, Nelson, D-Fla., and others cited the controversy over Florida's District 13 congressional race ....

Nelson told the committee he would sponsor a bill in the Senate to require a paper trail.....

Rules Committee Chairman Dianne Feinstein, D-Calif., said she has concerns about a solely electronic system ....

But Sen. Bob Bennett, R-Utah, said that people who have managed elections in the past say a paper trail is not needed while those who merely study elections argue for it.

Bennett said touch screens can be confusing if ballots are not properly designed, and that "we should not focus solely on the technology."

Note to Sen. Bob Bennett, I have worked elections and I prefer paper ballots.

How the hell do you recount a total?
