please do something today to stop HR 3910 and pass HR 550. Take a few minutes of your time to write, fax, or phone or mail your own version of this message to your Representative and the members of the Committee on House Administration.

I am writing in connection with two pieces of legislation referred to the Committe on House Administration, H.R. 3910 and H.R. 550. H.R. 3910 called “Verifying the Outcomes of Tomorrow’s Elections” is a disingenuous initiative aimed at controlling and curtailing voter participation in future federal elections by mandating a digital photo identification approved by Homeland Security, or a copy thereof for absentee ballots, as a condition for participation in democratic elections. This excessively burdensome requirement discriminates against elderly, disabled and poor citizen and will keep millions of voters from exercising their democratic right to vote. Section 5 of H.R. 3910 on paper record requirement for e-voting systems does not require that a paper ballot be kept as the permanent and auditable record of the vote in case of irregularities. H.R. 3910 does nothing to verify our elections, but would do a whole lot to make future elections unfair and discriminatory. H.R. 3910 cannot be amended, but must be rejected as a whole.
Please work for bi-partisan adoption of H.R. 550, the “Voter Confidence and Increased Accessibility Act of 2005,” which would amend HAVA 2002 to add a voter-verified paper record for all voting systems, mandatory audits in random precincts, accessibility mechanisms for all voters, prohibition of undisclosed software and wireless communication devices, accreditation of e-system verification and prohibition of vendor conflicts of interest. All these measures are necessary to make e-voting and counting transparent, secure and verifiable.
