20. I don't believe they call for objections until after all 50 states and
DC are read. I don't think they will interrupt with an objection...I could be wrong, but I think procedurally Cheney has to ask for objections at the end.

Today we are witnessing democracy at work.

This isn't "frivolous" as some of our R collegues have said.

3 fundamental American beliefs:

- The right to vote is sacred

- Representatives have a duty to represent their constituents

- Rule of law is sacred to our nation

"about election Reform - not about the election Result"

"This is their only opportunity to have this debate while the country is listening. If there were other venues... we would have taken that opportunity."

"The right to vote is the foundation of our democracy. A discussion of that foundation should not be considered 'frivolous'."

Other rights are illusory if the right to vote is undermined.

The principle of one person, one vote is sacred in our country.

There are legitimate concerns over the integrity of our elections.

We have a responsibility to remove - not throw up - obstacles to participation.

There were problems in this election in OH.

Compaints about absentee ballots requested that did not arrive. Improper purging of voting rolls. Secy of State made requirements about paper weights which were unreasonable.

Not enough voting machines in poor and minority areas. This is a fact. Yet sufficient machines in wealthier areas.

You can deny it all you want. But it is a matter of public record.

Intimidation, misinformation - led to UNEQUAL TREATMENT UNDER THE LAW. Undermining the principle of ... Equal Protection.

Constantly shifting vote tallies - malfunctioning electonic machines that may not have paper receipts - have led to loss of faith in the system by the public.

We cannot be here 4 years from now, discussing the failings of the 2008 election.

Needed: Universal standards for provisional ballots, paper trail.

Congress must... reauthorize the HAVA act - to make the needed reforms.

Our democracy depends on the confidence of the people in the integrity of the election.

MY COLLEAGUES, PLEASE DON'T TALK ABOUT A CONSPIRACY THEORY. THIS IS ABOUT THE CONSTITUTION. About the fundamental principle - the legitimacy of our electoral process.

America is a beacon of democracy to the world. We must never forget the power of our own example.

So lets respect this debate for what it is today. ... Sending a message to the world that we were truly protective of our Constitution.

Join together in a bipartisan way ... for electoral reform.
