meaning that they just don't have enough data yet. Too CLOSE to call (VA) says that they have some data, but it's too close to call!

The lines were huge all day here. It took me 45 minutes to vote in what I usually get done in 10 minutes. People of all ages and color. And the local news said the lines were like that all day long. Maybe this state ain't quite as red as the repugs thought. We're witnessing history in the making. Let's take back our Country.
