I read the PDF of the states case.
Green has stretched every single law he can, then says his rights are being violated.
His intention is to spend the money, loose the case and say he has no money and making him pay out of his own pocket somehow violates his 14th amendment rights.
What a jerk.

I'm sure his game plan is to stall until after the election and he has spent every dime he has to get elected governor. And when he wins (I'm sure this is what he's thinking) he'll play up the victim angle and create a fund to help him pay the legal obligation and all the expense just like Delay and all those other ethically-challenged congressional douchebags have done.
