That is a perfect example of how a statement is made by an underling and a snoop picks it up and runs with it.
well less than a year has passed and I understand those brilliant politicians that were running their gums about Baldachi have a little short fall of some 181 million they under funded!
now before you get your draws in a pucker-if you can sling chit so can I! you set the rules of the game now live with it! Its a screwed up mess cuz ya can't have a businessman run a budget like the state has with so many variable's! ya better listen to the guy in the trenches telling you what they need!
after all the simple solution to a problem in business is to charge the customer more for less product because the boss screwed up!

Appropriations Committee gets some good budget news

AUGUSTA, Maine — ... Legislature’s budget writing committee got some good news Friday. The state retirement system needs $85 million less than what it now is allocated in the proposed budget.

“That will relieve some of the pressure that we face in the biennium,” said Sen. Richard Rosen, R-Bucksport, co-chairman of the Appropriations Committee. “People should not take away from the adjustments that we are hearing about today that the enormity of the liability that taxpayers confront and owes has gone away.”

here is a quote from the thread on maine state retirement; it seems they all can't wait to put their two cents worth in but it is obvious that dna glitch they have about cut and ruin is to ingrained in their cerebellum.

The borrowing in the early 1990s is a very small part of the pension problem. The main issue is that, from the start, the system was not fully funded and that was made worse by the expansion of benefits over the years, again without the expanded benefits being funded.

as you see they can think to a point but they can not function.
example they show and 85 million surplus(probably right wing accounting like we had with longly) and six months later we have a 181 million short fall.
typical of the right =have a rosy photo op=it will go away!
or kick the can down the road till they throw us out!

Public Employees’ Plan Addressing Maine’s Budget Shortfall
Attributable to the Cost of Retirement Benefits
The Maine Education Association and Maine State Employees Association, SEIU Local 1989,
understand that teachers, state employees and taxpayers will have to make sacrifices to help the
state weather this recession. While the economy and stock market are clearly on the rebound,
continued efforts are needed to deal with the projected shortfall in this biennial budget.
To provide a bridge from the recession to the economic recovery, public employees are
presenting a plan to the legislature that reduces the cost of retirement benefits by $213 million in
this budget and reduces the Unfunded Actuarial Liability by $1.2 billion.
In an effort to significantly reduce the State’s overall unfunded actuarial pension liability, and to
generate immediate cost savings to cover the state revenue shortfall attributable to retirement
benefits, our plan includes:
• A one (1) year freeze on the COLA;
• A reduction in the cap on future COLAs from 4% to 3%; and,
• Future retirees (state employees, teachers, and special plan employees) would
become eligible for the state's contribution toward their health insurance upon
reaching the current normal retirement age for each category of employee.
Based upon previous cost estimates provided by the Maine Public Employee Retirement System
(MePERS) and the State Controller’s Office, the reductions more than cover the State’s total
budget shortfall attributable to retirement benefits for the current biennium and generate an
estimated minimum of $11 million in savings to help offset other shortfalls in the state budget.
�� Savings Estimates**:
Original increase in the FY 2012-2013 cost
for the State Employee & Teacher Retirement Program: $ 287 million
Estimate of Savings due to the recalculation of the
interest rate and inflation factors: $ - 85 million
Net Increase in the FY 2012-2013 cost $ 202 million
Estimate of Current Year Savings attributable to the following:
• One (1) year freeze on the COLA
• One (1%) percent reduction in COLA cap: $ - 213 million
Change in retiree health insurance payment eligibility: $ unknown at present
Current Biennium Savings: $ 213 million
Decrease in the Unfunded Actuarial Liability due to
the Actuarial Assumption change on the COLA $ 1.2 billion
** Because the actual cost savings are being recalculated by the Maine Public Employee
Retirement System, the estimates are based on earlier reports provided by the MePERS.

this will result in more money spent in the general fund to cover other shortfalls while the end result will be more debt in the retirement system!

3. their was another shortfall in the health dept.

I was looking for a press release we had in the past two weeks or so from health and human services but can't find it.
It said clients used more than was budgeted for (I think it was in the millions of dollars) and the solution was =don't worry be happy,don't worry be happy we will make a photo opt and spread the bull =next week it will be sumthin else
ayhuh!

4. here's another thought

ladub wants to cut welfare and maine care if not education !


It will be difficult to cut welfare when this administration is already over budget by $70,000,000. They can't blame this on the prior administration, they own it lock stock and barrel. I have been waiting to see the post on how irresponsible this mismanagement is, but must have missed it. So, cut education at the State level (again) and let the local property tax make it up.

this has been the republican party's agenda for the past 90 years! the only change is the package it's wrapped in and the kook delivering it!
Of course this bill will eventually be paid (probably by borrowing) while they continue to mismanage and keep their donors coffers running over with your hard earned tax monies!

Well all the motor mouths had their say and got their way. And now they see they can't do any better than the previous administration! why because of circumstances beyond their control!
You see talk is cheap because unless you have a 100% control of your budget it will change from some unexpected demand. Making you a target and guys it's your turn in the barrel! and you own it 100%!
dhs is 121 million over budget and the number is rising daily!
