Cheney: Iraq soldier casualties counted as coalition casualties

I thought it was quite a stretch by Cheney to redefine
Iraq soldier casualties as part of coalition casualties,
to dispute Edwards statement that 90% of the coalition deaths were
US soldiers.

Were the countries that signed up to invade Iraq. Since when did Iraqi
regulars join the coalition?
