Let's come up with a name for the "opt-out" states

If op-out goes through, it'll probably be used by the same states that drag behind reality on everything else(including abolishing slavery), but we need a new cutting-edge term for them.

The "Death Belt" doesn't quite work, since most of them are already in the "execution of the week" club.

"Bible Belt" shouldn't be used, because denying health care to people isn't really, well, biblical(other than in the sections dealing with plagues of locusts and stuff like that).
