I read the instructions many times over, and then over again. Be sure if you mail your ballot in to put on two stamps. The postage is likely not just 'First Class', but higher because of the shape of the envelope.

i keep reading everything over and over, double checking to make sure i have #2 pencils, making sure I have the right postage, and on and on

Take it in to the post office and have them mail it. They will give you correct postage.
