7. If the Washingtonians in question
are Democrats they had best caucus in addition to - or rather than - vote in the primary. The Washington Primary is only a beauty contest on the Democratic side. All the delegates are chosen by the caucuses. And to make matters even more confusing for potential caucusgoers, the Republican Secretary of State made sure all the absentee Primary ballots arrived before caucus day in a cynical attempt to keep caucus turnout down.

12. Has it always been this way? I don't recall caucusing when I lived there --
but I really didn't pay attention to the GE, anyway.

It's interesting they have both. I've heard some states changing to caucus because it was less costly, but that doesn't seem to be the case here since they have a primary as well.

13. It hasn't always been this way.
For many years we used the caucuses exclusively. Then, I think right after 92 the (then) Repug Legislature mandated open primaries. The Dems objected. Then a few years later there was a Gov race where large numbers of Dems crossed over and helped elect a nutjob in Republican primary, who was then soundly defeated by the Democrat Gary Locke. After that both Parties began to oppose the open primaries and eventually the courts threw them out.

Now the Repugs choose 1/2 of their delegates in the primary and 1/2 in their caucuses. This is why we still have a primary at all.

That's the only way you could explain telling readers that in a 97 delegate state, X candidate has a 13% win.
