Is it winner takes all, or proportional, in the Iowa precincts?

Is it winner takes all, or proportional, in the Iowa precincts?
For example, say in a specific caucus, with 100 participants, Edwards gets 32, Clinton 28, Obama 25 and Biden 15. How are the results reported?

I honestly don't know the details of what happens to the data that is sent in via the toll free number. But since you are the one that has relied on the BBV website, here is what they have to say about the procedures for the Democratic Party caucus:


NO VOTING MACHINES
Democratic Party procedures - Haven't and won't use any voting machines in the caucuses.

PUBLIC COUNTING PROCEDURES
Dem procedures: Stand in a clump, count the warm bodies. Public count. Dem procedures are publicly posted on sec. state web site.

RELEASE OF UNDERLYING PRECINCT DATA WHEN ANNOUNCING WINNER
Dem Party procedures: I have a definite confirm, in writing, from the spokesman for the Iowa Democratic Party that they will release the precinct results. They have never done this before. What they will be doing in 2008 carves out new procedures for improved transparency and citizen oversight.

When people participate in a caucus, they should be able to see the votes counted in public, and then should be able to promptly go visit a web site to see that the result they observed is the same as the precinct number contained in the total.

For the first time, Democratic Party caucus participants will be able to check that the state total uses their accurate precinct details. Maybe -- if enough people ask for it -- Republican Party caucus participants will be able to have the same transparency.

6. Don't worry. Iowa is not a huge state.
Records will be kept -- in writing. The voters are present and can count the votes themselves. There are no secrets and can be no cheating at the Iowa caucuses. Apparently, it is more like a Town Hall and people vote by actually standing in their candidate's corner. That is how I understand it.

5. It's proportional for delegates to the Iowa state convention.

Votes are not the final tally. They are delegates. So if Obama gets 100% of a tiny precinct, he will get a few delegates. If Hillary gets 50% of a large precinct, she will get more than Obama in the small one.

9. Biden gets his 15% at that site but
if he gets 14% he gets nada,



basicaly to get any votes at allat the state wide livel you have to be at 15% or greater in 120 of the nearly 1,800 sites.


To get to double digits you have to get to at least 15% in 1,200 sites.. With 5 players in the second tier and the big three taking 90%. That is just about impossible.
