I recently saw Cheney being interviewed and the context was: many former presidents and vice presidents who were low in the polls were rated favorably by the historians.
Me thinks him and both Bushes will be more likely be remembered more like Spiro Agnew and
Richard Nixon!

Presidents who are ranked highly are the ones who were able to do something good for the country, such as Lincoln who ended slavery, FDR who helped to defeat the Nazis, and Washington who helped win America's independence. They were all involved in wars, but they had the talent and foresight to actually win the war they fought.

Bush has started a war using lies against an innocent country and then has proceeded to fail to win the war he started. I can't see how any historian who has any honor and credibility could rate Bush as anything but at the bottom of the heap, below Nixon and Harding. Cheyney is delusional if he thinks this administration will be looked upon as anything but a disaster for this country in the future.
