First of all, I am not sure that "terror" be "fought" effectively at all, as it is (in my opinion) more of a symptom of a greater problem than an enemy - much like the drug war.

Because Dems prefer "nuance" to straightforward butt-kicking; because Dems prefer concerted world action to unilateralism; because Dems ask 'why would anyone do this?' rather than just killing people considered to be threats; because Dems are analog (as in 'there's a continuum to the truth and not just white and black)to 'Licans' digital; because 'Licans believe complexity is effete.
