In an unprecedented display of bipartisan unity both houses of the United States Congress passed identical bills.

In the House, shortly after the session was called to order, Speaker Pelosi(D-CA) recognized Representative Ron Paul(R-Texas). Congressman Paul spoke for no more than thirty seconds, and said it was his honor and duty to defer all of his time to Cong John Murtha(D-PA).

Murtha, a long time conservative Democrat and military hawk-turned dove took the floor. He introduced a bill, with all but two of the entire 435 members of the House as co-sponsors. The bill, very simply, called on President Bush and Vice President Cheney to resign for the good of the country.

The applause that followed Murtha's speech was missed by the television viewing audience on not only C-Span, but all the networks and major cable news channels as they went immediately to the Senate chamber where Leader Harry Reid(D-NV) had just finished introducing Minority Leader Trent Lott(R-MS). Lott, as did his house counterpart just minutes before, used his time to quickly introduce, and then defer his remaining time to the junior Senator from Massachusetts, John, F. Kerry(D-MA). Kerry, after recognizing an Honored Guest of the Senate in the gallery, former Vice President Albert Gore(D-TN), introduced a bill that was virtually identical to that introduced minutes earlier by Murtha in the House.

Both chambers held roll call votes later in the day's session. Both bills passed unanimously, with only two House abstentions, Republicans Hastert and Boehner, and one abstention in the Senate, by Jeff Sessions, a Republican from Alabama.

A bicameral, bipartisan delegation was selected by acclamation to present the bill, which, in accordance with the US Constitution, is non-binding, to the President and Vice President.

Presidential press secretary, former Fox News opinion maker Tony Snow, refused comment.

The President's popularity with the nation has been holding steady, after a precipitous decline and then a rebound the summer before, at 19%.
