Now I find there a bunch of threads intelligently discussing the complete assininity of his statement but nothing that explains what the Commander Dipshit was talking about. I saw an allusion to Ronald Dumbsfeld, so I can only IMAGINE what he meant.

Please help me. I promise to be sufficiently grateful.
