Not because it's any worse than any of the others (including Abu Ghrab, Iraq, etc), but it's an issue anyone can understand, and anyone can picture themselves as being a victim.

The blue stained dress was a media-driven (and Starr-driven) "scandal" that most of the American public didn't care about. But they DO care about people caught in a catastrophe and dying because of government incompetence.
