won't they? Will the press spins it as "suprisingly low" or "higher than it needed to be?"

2. Incompetence. That's how it will be framed
This unfolded on live TV, in slow-motion. It can't be framed at all. How do you frame dead babies in the Superdome who died because an callous 'disaster' plan failed to get food and medicine to them? What if that was you and it was your child who is now dead because the Bushies couldn't find their ass with both hands a flashlight?
