There is no such thing as "FEDERAL STATUTE §1.013.021". Federal Statute citations always start with a book number, like "18 USC § 717" or "5 USC § 546". (USC stands for U.S. Code).

The hacker should be prosecuted for impersonating the Feds. This chills freedom of speech and freedom of association. If it is not a crime, it should be.
