Is this the first time OBL admitted to 9-11?

I haven't been able to see anything yet because I am still at work. I don't ever recall OBL admitting 9-11 and it seems to me that he does on this video. Is this true? And if it is true, like many people are saying here, how the hell can this tape be good for bush?

1. He flat outs admits that he came up with the idea.

And it's the first time he directly says so. Though in another video, after 9/11, he could be heard commenting that the attack went better than they could have hoped (referring to the fact that both towers fell). So it's kind of a sideways admission. But this recent one is direct and to the point.
