Many Contra Costa crooks won't be prosecuted
Misdemeanors such as assaults, thefts and burglaries will no longer be prosecuted in Contra Costa County because of budget cuts, the county's top prosecutor said Tuesday.

Don't even bother submitting the cases, Kochly said Monday in a memo to the Contra Costa County Police Chiefs Association. "If they are submitted, they will be screened out by category by support staff and returned to your department without review by a deputy district attorney," he wrote.

The changes are needed to help eliminate a $1.9 million budget deficit in the district attorney's office for this fiscal year. By month's end, six deputy district attorneys will be laid off, and 11 more will have to be let go by the end of the year, Kochly said.

Kochly said prosecutors will still consider charging suspects with certain misdemeanors, including domestic violence, driving under the influence, firearms offenses, vehicular manslaughter, sex crimes and assault with a deadly weapon.

LEO must make a judgment call immediately when a 911 call is received and determine whether it's a prosecutable crime.

There is no assurance prosecutors will charge criminals for prosecutable crimes, only that "prosecutors will still consider charging suspects".

In any case, given SCOTUS' decisions in DeShaney and in Gonzales, LEO are not obligated to respond anyway.

IMO we will see the Contra Costa County policy adopted by more local governments prompting the question I often pose to gun-grabbers, “Who will protect you when you are attacked by a criminal?”

When attacked by criminals and seconds count, police may respond in minutes or NEVER.

I have this mental image of scum bags across the nation all saying "Hey guys, they're having a party! Let's go!"



In reality it won't be that bad because most misdemeanors get tossed anyway. In the Criminal Justice System, you pretty much have to be found making a throne out of your victim's bones before they give you any serious time.

8. Under the circumstances, the county should consider giving a victim a $100k bounty for killing or
wounding a criminal involved in the three crimes you highlight and laws should be passed making it impossible for a victim to be sued in civil court for damages to such criminals involved in a crime.
