"Net Capital Rule" change in wikipedia entry

I have a libertarian friend who just emailed me a link to the wikipedia entry on the Net Capital Rule (which effectively raised caps on leverage http://en.wikipedia.org/wiki/Net_capital_rule). He claims that it debunks an earlier NY Times piece. http://www.nytimes.com/2008/10/03/business/03sec.html Anyways, the wikipedia entry basically says that the 2004 change had nothing to do with the financial crisis, which goes contrary to my understanding. The changes to this article were done roughly a week ago, and I'm wondering if my buddy has a "friend" at Cato who was responsbile for these changes. Any insight?
