OSAKA -- A man has been arrested for bombing a disabled person's toilet in the Osaka Prefectural Government offices in February, police said.

Shinji Koyama, 21, a fourth-year student at the Osaka University of Economics, has also become the prime suspect in two identical attacks on Osaka City Hall toilets in 2001 and again the following year.

Police have raided Koyama's home, seizing a number of materials, including a computer disk with a file named "How to Make a Bomb."
