Question about prescription plans

I am looking to join in my college's healthcare insurance.

For prescription drugs, it says:

"Prescription Drug Benefits: #10 copay for Tier 1 / $15 copay for Tier 2 up to a 31-day supply per prescription. ($1,300 maximum per policy year.)"

Can anyone who has had experience with this sort of cap explain what this means? Is the $1,300 annual cap based off of your copays, or the regular price for prescription drugs, or what?

Obviously I will need to contact the provider to know for sure, but the office is closed for the weekend, and I was curious.

1. This is extraordinarily confusing language.

It is hard to tell whether they are saying that your maximum out of pocket will be $1300 (and then they would pick up any further expenses) or whether their cap on payments for meds is $1300.

The first situation would not be a bad deal. The second would be horrible, as they might reach their limit very quickly.

I think you need to ask them to clarify.

2. When I read something like this

I kneel down and thank the fucking lord I like in a country with socialized medicine. $1300, jesus christ. Makes me feel like taking a couple of government valium just reading abt this nonsense going on in a rich western country.
