1. The Beagle.
A choice between a stranger and a pet is one thing.

But once you know the individual, you can refine your choice, based on evidence, to determine who is more valuable to society.

6. Dick Cheney's had a long and full life
He's got health problems. Besides, he only fills people with fear and hatred.

There's a lot more that a pet can get from further life and a lot more it can give.

I haven't run a proper analysis of this problem, but I feel confident the pet would win.

Easy one. Dick Cheney will have Secret Service protection for life. Even if he didn't, a complete stranger's pet would still be more worth saving...and would appreciate it more.
