This is a Norman, Oklahoma company (New Spin 360) that uses panoramic photography to create seamless 360 degree tours for various clients, including local businesses as well as state and national landmarks. The picture above is from their virtual tour of the OKC Bombing National Memorial, taken from the center of the reflecting pool. Once the tour loads you can look in any direction you want, including up and down, as well as zoom closer. They have several other views of the monument, too. (The files work with Adobe Flash Player and are about 4 mb, so it might take a bit of time, especially on dial-up)
