Kickass Civilization 4 mod I just found...
Haven't played it yet, but a picture is worth a thousand words:

See the little Nazi-like sign in the corner, it stands for Neo-Liberalism.

You can play these nations/rebel groups, set in North America:

America Led by Bush
Mexico Led by Calderon
Canada Led by Harper
Cuba Led by Castro Brothers
Rebel Coalition Led by Committee
Zapatistas Led by Marcos

Game is set from 2007 onwards, the goal, of course, is to dominate the continent. The Rebel Coalition is a breakaway group of Anarcho-Syndicalists who broke away from the United States, which is now in a state of civil war, they control the West Coast from Seattle to San Francisco.

You can download the Mod here:

Make sure to download the patch as well, and install both before running the game.

Another mod that looks interesting, and is more historical, is ESPAÑA 1936, which is about the Spanish Civil war, download is here:

OK, the download just finished, I'm going to beat the crap out of George W. Bush. :)
