What does this mean?

My virus blocker just detected the following message containing this virus W32/Sober.gen@MM from "mail @cia . gov" with the subject line "Your IP was logged." Has anybody else ever seen this? I deleted without opening, but I'm kind of curious what this is. (I put spaces so that wouldn't show up as a link in case the site is infected.)
