He's using the hahahaha thing sarcastically to indicate that it's _not_ funny to avoid jury duty, because justice depends on _us_.

I promisepromisepromise I'm not being difficult or complicated, but one of these days, we progressives may wish there was a huge pool of fair-minded Americans just chomping at the bit to be jurors.
