I think he's a convenient scapegoat for the Bush administration to use so they can blame Al-Qaeda for Iraq. The actual terrorists are the Bush administration. They are the ones that went to war based on information that was false and that they failed to investigate fully. As Rumsfeld said about the Koran story, "All I'm going to say is people died."
