When he was gov. of Texas? And how many executions took place when he was governor?

4. If I'm not mistaken,
He did send Henry Lee Lucas off death row to life without parole. Kind of odd that he would sign death warrents for low IQ, juveniles, etc., yet reprieve one of the nations's most prolific serial killers.

5. Yes. One stay of execution & one commutation
While he was campaigning for president, he gave Ricky McGinn a stay of execution. In 1998 he had commuted one death sentence to life imprisonment--for Henry Lee Lucas.

McGinn was executed on September 27, 2000 for the rape & murder of his stepdaughter. Henry Lee Lucas exaggerated his crimes but is generally considered to have killed 50 to 100 people. He died in prison from heart failure in 2001.
