15. Why is there no state forum for "outside the US"

Is it because
-"outside" is no state yet
-issues interesting for all living "outside" are interesting for all living inside too
- they can't decide on how many there should be / how organized
- possible breeding ground for problems(a forum for people building busses for Bush*)
-every foreigner should adopt a state anyway
-"outside the US" isn't that Alaska and Hawaii?
-or something else?
