Most of their American claims offices are located in small towns, such as Duluth, where they are one of the largest employers. When I was working for them in the late 1990s we had people from the Duluth, MN office come down to St Louis to show us the UHC way of doing things. I was deeply involved in a project working with the folks from Duluth so I had opportunities to ask them about rumors and such. At that time in Duluth, the local high school had classes in claims processing so the kids could go to work for UHC. I see nothing wrong with that but it's not like the kids were going to be paid well.
In 1996, UHC moved the claims department from St Louis to Springfield, MO in the search for cheap labor. This was outsourcing US style before the advent of the dot coms. Jobs that paid $21k in St Louis paid $14k in Springfield, MO at the time.
