Bush Demanded an Exit Strategy from Clinton But Can't Come up With One
“Bush, in Austin, criticized President Clinton’s administration for not doing enough to enunciate a goal for the Kosovo military action and indicated the bombing campaign might not be a tough enough response. ‘Victory means exit strategy, and it's important for the president to explain to us what the exit strategy is,’ Bush said.”

5. Why have an exit strategy when they have no intention of leaving?
The goal was ALWAYS to stay. They just didn't mention it to the American people. Bremer signed on to 100% foreign ownership of currently state-owned businesses. Who is going to protect those foreign-owned (read American) oil refineries and ports? The Iraqis? I don't think so.
