15. No, but aren't those two quite different issues?
As I understand it, a roving wiretap is just technology that keeps up with cell-phone usage -- and if the wiretap is approved with proper legal oversight, as wiretaps are supposed to be, I don't see the problem (of course, I don't really know what is involved, and I don't, and won't, own a cell phone. If I could do without it I wouldn't even have a regular phone).

Secret warrants, sneak-n-peek, by definition has no real oversight. It should have never been approved in the first place.
