1. I wouldn't be surprised...

with the way public sentiment about the war is going, if they ended the war and Republicans took all the credit. They'd manage to convince the people that they were the ones who wanted the war over the whole time.

2. I don't know about a one year plan but as far as the war goes

the plan is to try and hang on until 2009 so the next President can take the blame for losing in Iraq. I can already hear the dead enders complaining bitterly about how Duuuh-bya could have won the war if only he had 4 more years.
