I watched Michael Moore twice, but I missed what the sign

with the 2 fingers held horizontally across the forehead means. I know he associated it with Pubs and their negative remarks to Dems, but I got distracted both times and missed it. Does anyone know what the signer said and what it means? I know Michael said to use it when Pubs say nasty things to you.
