they have simply cut production, when i lived in El Paso TX the Pipeline company raised its rates for transmission by 2800%..during the Enron Rip off, it was actually that company that revealed the conspiracy in the fraud.. but Bu$hitCo just let them go and forced the states to honor the criminal contracts..

it seems the pipeline is broken up into little segments and each nephew and cousin of the mob gets to collect a cut.
